I’ll elaborate on the Decision Variables in a moment. I want to point out that the changes in water management that are referred to are, at this point, changes in reservoir releases that would result from an additional storage facility in the basin or, in the case of Black Rock which I’m sure everyone here has heard about, out of the basin but supplying water to it. BOR is charged, through the legislation authorizing the storage study, to examine only storage alternatives. However the DOE, a partner in the study can examine non-storage alternatives which they presumably are doing. I have not personally heard any details about this but I do want to point out that the DSS is not specific to storage alternatives. It can be used to analyze any change in river operations whether it involves additional storage or not.
