Alternatives to the Proposed Black Rock Reservoir
Resolution of the "water problem" in the Yakima River Basin is handicapped by
1) a popular problem definition that is inaccurate and misleading;
2) an inadequate set of principles to guide program and project selection; and
3) a focus on an unnecessarily limited range of strategies to resolve the problem. These deficiencies will be addressed. Rotation fallow and conveyance system pressurization have superior qualities when compared to the proposed Black Rock Reservoir.
